Do you have SSAA enabled by any chance? That murders performance like crazy (especially at higher resolutions), if yes drop down to MSAA for an instant performance boost. Also at 4K a 1050ti is bound to struggle even with lowered settings, even for an old game like WoW you'd basically be looking at something like a Nvidia 2060 to get decent performance. CPU and RAM however should still be more than good enough for WoW.
Yeh, its your GPU in a big way. I have a 1080 on a 1440p screen and its handles it fairly ok at high, CPU is actually my limiting factor. That where I'd be focusing personally
It's definitely your GPU... a 1050Ti is a 1080P at best card. You don't need to get a 20** card. You can always upgrade to something like a 1070/Ti/1080 for a huge performance boost without breaking the bank. If you were to upgrade your CPU, you'd need a new motherboard and RAM anyway. Use that cash towards a more powerful GPU. Side note: sell the 1050 Ti for around 100 quid to offset the cost of the upgrade.
1070 / 1070TI are surprisingly expensive used and the risks of used HW just aren't worth it for saving £30 or so vs a new 2060. That being said, a used 1080 can be found for around £300 - £325... so if one is willing to go used then a 2nd hand 1080 would certainly be an option.
Yeah, they're more costly than what I thought. I remember them going to a crazy low price at one point.
In proper DX12 titles it's faster than the 2060, so make sure you do research based on the game/s you play or you could be losing performance.
A used 1070 is not worth anything starting with a 2... The second you break the factory seal you ought to drop the price to the next lower tier of GPUs immediately and the next lower tier is the RX580 which is like £165.

You can get the overlay from something like msi afterburner to show current cpu/gpu clocks and usage, so you can get an idea of what's limiting you. (if gpu usage is pegged at 100% then it indicates maybe that's limiting you) That's just showing you whilst you're on your desktop, so no load, hence the 0%, and the low current clocks of the gpu.
IIRC that's the bit of the GPU that handles hardware acelleration of video playback, so you'd only see it do things when playing back video rather than playing games.

Indeed. The Zotac 1070 Mini has been £230 new, not used, from a number of retailers for the last month or so.
Video engine as others explained isn't related to gaming, but look above that at the 99%? Thats the GPU going full tilt and still not giving you sufficient performance. Holy cr*p, that makes the used ones look even more atrocious, good to know some shops for once actually have old cards at a discount (unlike in the past where they just vanished magically).
The Sapphire has a better cooler than the Gigabyte one, but we aren't talking about any huge margins, so they are both perfectly fine and when it comes to performance they are within a rounding error of each other.
OCUK are miles better with customers than Ebuyer. The sapphire is also a better card with a better cooler. I'd buy the sapphire but it's up to you. They're both the same gpu.
OCUK used to be terrible until Caseking took over. Now? I prefer buying there to anywhere else and their GPUs at least are usually very competitively priced. The sapphire is a better card at a lower price.
