    Good. Although the fine is probably cheaper than maintaining a team of security experts for a few years. The 35 million loss is not though.

    ICO fines (technically "civil monetary penalties", or CMPs) go into the HM Treasury Consolidated Fund, which is the same place taxes go and is used to fund public expenditure - ICO itself doesn't keep a single penny (but it gets its budget through the Consolidated Fund, like every other government department,) though there was talk a couple of years ago of petitioning to modify the Data Protection Act to allow it to retain a portion of the proceeds to help fund its work.

    The £400,000, by the way, is the highest fine ICO has ever imposed; the previous record was £350,000, and the DPA allows for a maximum of £500,000.
