Yes, but EU has to be mature about it. It can't just be a substitute for the great power of United States of America. Or a opposition to it. That's not how to win the world. Then you end up just as hated by outsiders as the US is now.
I live in Norway which obeys the EEC (an extension of EU) regulations and is primarily very friendly to the EU, but we voted NO to becoming a member state TWICE now. There is a reason for that. We want our independence. And all the EU want is free access to our resources. Sure they are god given, but we govern it and sell it. Sure EU wants that wealth to be more fairly distributed, but that's not gonna happen as long as we stay out of the EU. And Norway does a lot to help poor countries. So we have no bad conscience about it.
