It's not 200Mhz. The i7-5775C runs stock at 3.3 GHz with 3.6 GHz Turbo. So the 4.2 GHz is a 900MHz overclock. And that's not too bad actually, given that the testers only had an hour and beta-BIOS...

jagatoc.com had a little hands-on time with intel at Computex and were given the opportunity of doing some overclocking there of the i7-5775C. They achieved 4.2 GHz cooling it with a Corsair H60....

There's really not that much difference between the two, besides the 3MB Cache more on the 3960X. So this comes really down to benchmarking the two head to head to see which ones that little bit...
