I havent read the paper but the snipits sound good, like this one:

Anyways, good idea. pwning n00bs all day long really doesn't mean much, and just as it shouldn't boost my rank as much as pwning pros, it shouldn't knock as much off their rank as being pwned by another n00b.

Interesting rating system. What about a rating system that determines how fast you increase your skill, or your rate of learning and places you into games with other players that have similar learning rates, irregardless of how long they've played, and then switch up things like having a randomized maps and a modify a bit of the game physics and see who really is the best player. (not just who plays the game night and day)

Random maps? Random physics? I dont really think that would tell you who is the best player, but rather who is the luckiest. Personally I generally do fairly bad on new maps and I feel that part of the learning curve of any game is getting to know both the maps and how the physics of the game works. If a random element was introduced into this then there would be no real way to learn the game and become a skilled player.

A skilled player can use the map and the games engine to their advantage (I'm not talking about exploiting bugs, but rather things like hit boxes and recoil) and by adding randomness it removes some element of skill and replaces it with luck. IMO anyways!!!
