Basically its every "CD Key bonanza" and "Serial Code King" websites.. which are full of mal ware and corrupting viruses, they're like the 40 year old whore on the corner of the internet...

My concern is the false positives. Is thins thing going to trip for every site that leaves a cookie? And who decides what is and isn't a reportable site?
I think it's a good idea, but the implementation may be thorny.
