Been mentioned earlier, but I'll second books. It's not something that'll drop jaws when unwrapped/presented but a couple good books is a very safe gift for someone who has it all (assuming that "all" doesn't include your chosen books!). Something from a favorite author, something that's well reviewed or recommended from a subject of interest, or a universal classic. Biographies are a good choice as well, they're typically written because the subject lived an interesting life and consequently are interesting reads.
I've gone this route for my dad this year. No interest in technology, loves the outdoors but is very picky about his gear, and generally has anything he'd want. So, books! Snagged a couple Glenn Beck books since he likes the guy's show. Now he's sure to have something to ramble about for months to come.
