Isn't that Bluetooth, not GPS-based? As in, if you're not in Bluetooth range, somebody else using the same service has to be in order for the GPS-coordinates to come to you??

You know Tor? Well, I2P is basically that: peer-to-peer anonymous encrypted network. The exit nodes are where you traffic comes out, and a handy-dandy way of beating things like, oh, I don't know, forum country signup blocks that would prevent your real Chinese IP from registering. Our lovely thread creator's posting IP is indeed based in the UK but is a known I2P exit node, meaning the thread creator is almost certainly not based in the UK.
