Like you could on all old Windows software, I'm wondering if I bought a windows 8.1 OEM disc and then re-install it if your Mobo blows?

I might just get 7... 8 sucked, not tried 8.1

Yeah, you can still clean install Win8.X like you can with previous versions. There's a couple of steps to do if it's OEM, but there's tonnes of guides on the tinterweb.

WRT to licencing and re-installation if the motherboard is changed, I don't believe it's any different from previous versions. You'll have to authenticate the key against the new hardware. I think I did mine over the phone last time, but that was when Vista was first out, so I don't know if it's done differently now.
