my mons fax machine wont send faxes to certain places

my mom can send faxes to certain people but it wont send to others
someone else faxed the person my mom tryed to fax to and it worked

We need more information to diagnose this problem. Are the people whom she is unable to fax located in a different area code to the people that she can? What software is she using to fax these people? Are there any error messages or does the fax just get lost along the way?
