Are you sure you didn't get a server based internet connection, where your upload is set to priority over download. Which leads to sending files (or web pages) to others?!

OR, you have a ISP that perform download speed cuts for whatever reason, and you need to change service.

    OR, bug in SpeedTest.net

Hmm... well... "Rutgers University", and Universities usually have fiber optic uplinks. Given that he's in New York, one of the largest/main fiber exchange/hub for the Eastern North American seaboards, where bandwidth is cheap and plentiful it's also perfectly logical to assume he's near a local POP. Universities are also part of private research based fiber optic networks. And seeing as the test server is in New York, he's in New York, his latency is extremely low -- it's safe to assume the Universities NSP(s) have a POP(s) close by or run direct fiber cross-overs to a fiber exchange not far away.

I've had similar results from my University as well. They tend to throttle downstream, and are more lax with upstream.

I'm in NJ and connected to the NY speedtest server for the test.

I ran the speedtest b/c I was experiencing unusually slow dl and browsing speeds, so I'm sure it's not a speedtest.net bug.

This is what I got just now:

This is far better than what I've ever seen at home, so I'm thinking that maybe the bandwidth is being distributed in an shared manner, and that someone on the same switch was monopolizing it all last night. Then again, I'm sure that there are protocols in place that ensure nobody uses more than their fair share of bandwidth.

Oh well, my speeds seem to be back, so I'm happy now.

Bandwidth on the eastern coast may be plentiful, but it certainly isn't cheap. I'm just lucky that for the time being I'm on the university's network. Then again, service goes down about once a month, and it takes a hefty phone call for them to realize that my router and computers are fine, but their hardware is impaired or non-functional.

Stuey, your speed is probably that lopsided because your uni has a connection that's as fast up as it is down, but more people are downloading than uploading, therefore you'll end up with more bandwidth up than down. It's the same here for me, at uni.

That was 7am speeds, and seems to be a fluke!

I also have a weekly bandwidth quota of 4GB!!

My office connection is a bit slower, but usually feels much faster.
