I've got Corsair XMS3 and Corsair's website says that the SPD speed and voltage are 1333 and 1.5v respectively.

They also list a tested value of 1600 and 1.65v. Can I get away with running my RAM at 1600 at 1.5v? Does the tested value refer to the maximum safe value?

You can try undervolting your RAM but be careful... you won't damage hardware by undervolting, but it is important that your ram is completely stable else you might end up screwing with your Windows system files.

Best to err on the side of caution and keep it at 1333 1.5v, given that it's the spec for Sandy Bridge. I never run my ram above 1.65, even with the CPU at 1.6v and QPI at 1.5v :D

    I got the same RAM XMS3 1600 Mhz @ 1.65 V. I run it 1600 Mhz @ 1.50 V.
    Had no problems with it.

Same here, mine 1600 seems just as stable at 1.5v as it does at 1.65, just be sure you're not more than 0.5v away from your memory controller's voltage. If it doesn't work at 1.5 it might work somewhere below 1.65.
