    Unlikely given it's raised :p

    My guess would be some sort of caravan site or a pitch for numerous different sports.

    You'd be surprised, earth covered above ground reservoirs are quite common, and make really nice homes if you can buy a disused one.

    I'm not convinced. The one in the OP is simply a flat surface which is raised. The other one that is linked has raised edges but is still lower in the middle.

    The OPs isn't an irrigation reservoir, it's an earth covered above ground one in the same style as this http://www.bbc.co.uk/news/uk-england-35473995
