Looks like a reservoir to me.

 

Unlikely given it's raised

My guess would be some sort of caravan site or a pitch for numerous different sports.

 

Its an irrigation reservoir but not used. There is a similar one near me that is in use.

You'd be surprised, earth covered above ground reservoirs are quite common, and make really nice homes if you can buy a disused one.

 

I'm not convinced. The one in the OP is simply a flat surface which is raised. The other one that is linked has raised edges but is still lower in the middle.
