YouTube monetisation and sticking to Microsoft's TOU
Am I allow to monetize videos with Microsoft windows along with step by step instructions?
If so which part of there t's and c's states this?

Do you mean charging people for access to a series of videos providing tuition on elements of Windows operating systems?

My guess is you'd possibly be ok, but that is a very uneducated guess. Plenty of others make money from a similar business model - not sure if they had to get approval first though.

Of course I could be wrong in my first sentence...

He means showing Adverts during or before the video; You can't do pay-per-view with Youtube.
They pay you per block of views.
