    You can't create a playable prototype of a game - even a small indie title - for such a small figure.

    "The Foundation states that it reserves the right to assign the design to an external team if the original developers do not wish to take it further"

    ...AND they get your IP as well... what an amazing deal!

    Perhaps the assumption is that you anticipate making money from the game once it is released? It would be stupid if they awarded you the entire development costs, it's just a license to waste money...

    Making money once the game is released is fine IF you can get that far along the process which, with an investment of such a pittance, is highly unrealistic.
