Are you aware that the choice isn't OEM vs Upgrade? There are two types of disk, Upgrade and Full. For an Upgrade disk, you can only buy a retail license but for a Full disk you can buy either an OEM (Cheap but restrictive about changing motherboards) or a Retail (use on as many motherboards as you like, but only one at a time) license.
