I don't see what's stupid about it. There are some legal aspects to these competitions, and when you're dealing with legal implications, you can never be explicit enough. The competition is worldwide, which means someone in Chile could plan to fire up his modem and enter the competition at 11:30 (his time), only to find out the competition has already ended, as it's 14:30 in London.
