    Nope, in the UK at least they are to let blind people know they're moving from a shared space (pedestrian / cycle) to a segregated one or vice versa.

    And the paving slabs with the knobs on them are to guide blind people to a crossing.

    Edit: you can also use the tramway slabs to tell blind people about a change in level, stairs etc.

    I might just add, that some people give to charity just because they feel sorry for people less fortunate than them, not for any beliefs about religion, so yes, an Atheist can give to charity without a single thought about any god.

    Anyone seriously implying that charity, acts of kindness and general good morals are intrinsically tied to religion is an idiot (and possibly proof to the contrary). Religion helps motivate these things through fear, but these aspects exist in the majority anyway.
