Sounds like "we're still not building a factory, but the White House threw their toys out of the pram so we're going to call it a factory anyway (even if its not)".

 

Queue three more u-turns in a highly transparent attempt to extort even more taxpayer funded subsidies before anything of substance happens...

 

Of course they're not building a factory. Not with chinese wages and environmental standards both being so much lower than in the US.

Anyone who believes otherwise is incredibly gullible.
