Williams missed the deadline to file their accounts, they didn't actually spend over the cap. Penalties for going over the cap start with losing Constructors and Drivers championship points, then go up to race bans, then disqualification from both championships, then the final tier of punishments is to lower the offending team's budget cap for the following season(s). I find the last one brilliant, I can't wait to see one of the big teams wind up with a budget 10% lower than everyone else. It'll happen.
