You could use some thermal epoxy. Kustompcs in Ayr does some Arctic Silver Adhesive for £6.50 though you may be able to find something cheaper online.
There is an example of how a 2d led matrix works here I'm not that good at electronics, but using the example and an extra 74164 shift...

Another vote for ATI. I've got a Radeon 9000 (PCI!!). I used radeontweaker to turn on the overscan and ***bang*** bye bye black borders, hello...
I bought some NMB 18cfm/15db for 5.29 each from Panaflofan - I've 2 of these on my dual xp1600+ cpu's and two in my 550Psu running 24 hours a day...
