I'm not if sure if you can with setup files, but try right clicking, properties and go to compatibility and change it to windows 95, or 98

I have seen the error "the system file is not suitable for running MS-DOS and microsoft windows applications" when the autoexec file has been damaged due to spyware/virus. I speak to users that get it everyday.

Try anti spyware scan, like spybot. Then retry.

    Hope it helps :D
