I think they are. I'm not going to do anything stupid (at least, not until some time has passed!) that will make him start up his threats again. Otherwise I've wasted £250. For now, I'll pay him (tomorrow) and let things pass.
Huge, Since I have been in many similar situations (I am a landlord), I will tell you that as long as they know that you have the law on your side they will not do anything. I can't even count on my hands the amount of people who have threatened to sue me, break into my house, destroy my house, hurt me, etc. Now that you have his address, report him to TS, and also state that you are contacting a solicitor for further advice on the situation. You do not have to contact a solicitor, but stating that you will causes people to back down most of the time. Also, one thing that I have used in the past is to request extra police patrols around the block where my house is at. This was always requested when there was a threat of violence against either myself or my house and the cops were very pleasant in handling that. I think your 250 can wait a couple of days until TS contacts him
Trading standards can't do anything with that receipt, and it's probably not worth £250 if his parents are going to be all stressed out about it for months, scared that a brick is going to come through the window at night or something like that Huge has two options: 1) pay, like his parents want, and live in peace, like a very gentle man 2) take it to court like a boss, against his parents will, and live with stressed out parents It is always a good idea to get a written quote first, but even then, someone can do a shonky job and simply intimidate you so you won't report them.... shigllgetcha has a good idea
Yeah at the same time tell them he's been cruel and harming animals. If theres one thing /b/ hates most it is animal cruelty. Huge, this situation sucks but i suppose if it gives your parents peace of mind then its a lesson learnt.

That wouldn't work. A sole trader or business is not obligated to be VAT registered until turnover surpasses about 75k (I forget the exact figure). I'd be shocked [pun intended] if a welder was turning that much....!
i dont mean to sound harsh but giving in to threats is wrong. I wouldnt in a million years pay him that money. If you pay him its only promoting this kind of behaviour gets it done. what happens with his next victim who he threatens because you paid up ! I agree with the nexxo this guy is all bark and no bite as nothing has happened.
