    If you hack routers like they are used all over the world you can of course easily route through them to for instance hack an US election machine or senator E-mail server while making it seem to be done by a Chinese or Russian IP..

    Of course the trick then is to not 'investigate' the affected target yourself but to have an 'independent 3rd party' do it, so they can completely independently 'discover' it were those evil Chinese or Russians or what have you that did it.

    But that's all theoretical of course.
