Intel has 3 choices, GF ; Due to its Relation with AMD this seems like the least possibility.
Samsung, Whom are design, making and selling ARM as well as Smartphone. they are direct competitors to Intel in SemiConductor industry. Very unlikely for Intel to deal with them.

Which left them with TSMC. They are gaining enough revenue from ARM based products, why would they want to give up ARM for someone who doesn't even have a foothold in Smartphone market share.

Mostly because TSMC is fail. Their roadmap already screwed nVidia up the rear with a morning star - and Intel is probably very wary of that.

Intel should make its own spinoff, similar to GF. TSMC needs to lose some business imo, their 40nm screwup decided that

...why would Chipzilla need a foundry, they've got enough fabs of their own.

Maybe Intel have realised that Atom isn't that well suited to these sort of devices. My their very nature ARM chips are more power efficient, and as they're becoming more and more powerful, Atoms advantages (in soime areas) are being erroded.
