It looks like a giant dual circumference. I know I've seen one before, but I can't remember where or what it was being used for.
My Dad has that exact same device, it's boxed with a manual so I guess he'd know what it's used for. As far as I remember it's just for calculating / measuring off of drawings (or in that picture maps). Why do you need to know and how soon do you need the information?
Thanks bloodcar, I looked up google for dual circumference and found out that it's name is a Planimeter; it's used to measure the area of a region. Yes acron^ there is also a map in the picture too

I think it's a spam trap... or it could be a planimeter (I know because my dad makes maps for a living and its used to measure the area of a region)
