I would say at a guess that the piece marked out in red will be on both sets of those arms. The blue hole marked at the top of the red piece suggests a rod which will connect left and right of each together, top and bottom. This then joins to the slider on the screw. When the screw turns the position of the arm will go up/down dependning which way you turn it. At a guess...
.... I think he is actually building a simple platform or support for that chair. Just looking at it.... it only makes sense. Unless he's building a flux capacitor..... RETRO GAMING!!!! WOOT WOOT!!!
