with a mahoosive heatsink and good airflow in your case it could probably be accomplished but I wouldn't want to do anything heavier than internet browsing and general text editing on it.
i have a thermolab baram that would do the job nicely... it kept my dad's athlon iix3 @ 13oc idle and 22oc at max he is on passive cooling water now

Pheonems have a higher TDP than a 2500k I believe? stock for stock. You'd need so many case fans that it wouldn't be passive.
I found recently that the fan on my scythe mugen 2 was stalling at boot because I had it set too low in the bios and my temps were around 56c under load playing border lands. 1 140mm intake and 1 120mm exhaust so it is possible, just depends what your gonna be doing.
Doesn't sound like its going to happen, next best thing is ultra quiet and at full load. Any suggestions?

All sorts of things work "passively" if you have the case fans set just right. I plan on hooking the roof fan of the Corsair 650D to the CPU header and using Noctua NH-D14 without fans. The CPU is X6 1090T and I'm absolutely sure it will work. You need to define "passive" more carefully if you want any real advice.
I use the Ultra 120 with an X4 940. I have attached an Scythe Gentle Typhoon 1450rpm fan to it. Silent and cools great. RECOMMENDED!
