If using an i3-6100, What graphics card would be best suited with this CPU that would run most modern games (Just Cause 3) but also is cheap and quiet?

http://www.thescreamonline.com/technology/monitor/monitor_res.html for your monitor resolution. Screensize won't tell us much I'm afraid, thought it'll probably be <1920x1080/1200.

You also say modern games, but what genre specifically? Certain genres tax cards more than others.

And how cheap is cheapest? Can you afford to spend £200 on a card, or is your budget more aimed at <£100-150?

Well, given that JC3 is currently running into problems with a variety of cards, I'd hold off purchasing anything until the bugs are fixed.
Other than that, I've read that some people are playing it fine at 1920x1080 with an AMD 380 (or Nvidia 960 as approximate equivalent) which are about £180 for a 4gb version.

Personally, I'd get as good a card as you can afford and a bigger monitor to match to make the most of these new games.
Get some savings up to about £4-500 and you can get a decent combo of monitor and gfx for that money.

Get an Nvidia 950 for £125.

Benchmarks just don't cater to the resolution you play at any more so there's barely any comparison to be made. It might run well, it might not.

Anything sub £120 is already pretty dated.
The 750Ti 2GB can be had for £87. Don't know how well it will stack up in latest games though.

This plus a couple more. These low-mid range cards are replaced every other month and used to make me chase my tail.

Then I learned to invest a bit more in the mid-high end bracket and I found that they lasted far longer. As an example the Radeon 290. It's since been re-released with more VRAM (mostly useless atm if ever?) but it primarily the same card.

The only GPU purchase/s I have ever really regretted was a pair of Titan Blacks (along with the rest of the £3500 I completely wasted).

GTX 460 768mb - if the 750 cant play JC3 then the 460 has less chance....

If you're wanting a cheap card that will play JC3, a used 670 is your best bet, if you cant afford something like an r9 380/gtx 960
