    Personally I'd go DDR3L since you're buying new. DDR3 will technically work but Skylake isn't really designed for it.

    Spend a little more and get a DDR4 board. What's the point in buying into a dead RAM generation?

    Aye, don't see much point in buying a DDR3L board and RAM. Only reason to get a DDR3L Skylake board would be if you already had the RAM lying around and wanted to reuse it. If you're buying new, you'd be as well to get a DDR4 board.
