CPU: Ryzen 2600x, the real sweet spot for price/performance right now.
Mobo: Asus X470-i for premium Mobo (very slim pickings for sff x470 Mobo), or any of the b450 matx or itx boards, whichever you fancy or has features that are what you want.
RAM: 16Gb at least, minimum speed of 3000mhz the higher the better, budget depending. Just check the QVL for the motherboard you get.
M.2 drive: get a 500gb one, not 256. You'll regret it once windows and 2 games have eaten that 256 for breakfast (and only £25 more than I got my 256 for a year ago!). Samsung 970 evo your best bet.
Zotac have a smorgasbord of mini gpu: 1070, 1070ti, 1080, 2070. Pick what's in your budget.

Should have mentioned budget, I think £500 is tops for this. Not sure I want to go up to the 20's GPU as as far as I can see they really are not a great improvement on the 10's and the only gaming on this will be VR.

That's a tight budget. I'd probably pull specs down a touch then:

That would leave you £130 to pick up a 2nd hand gpu. Or go second hand for everything, might be blessed to get a Cpu/Mobo/ram bundle that could knock that cost down to 200 say?

It should be possible to get first gen Ryzen second hand fairly easily as I think a lot of people were very happy upgrading to second gen, though then again there's a reason why they did so.

Yeh you'd want to double the ram. Not sure the 570 will be enough for VR though. I think 580/1060 is bare minimum for VR.
