The whole point is to take the President out of the loop in a situation where that is deemed necessary. It would require the VP and 8 of 15 top cabinet member to agree both on the interpretation and the decision, but from then President would have to pass votes in both houses to get Presidential powers back. Until then what the President says or thinks is not important other than to contest their own competence.
IIRC Trump can challenge Pence's assessment that he's unfit [and the senate decide either way], but by the time any challenge came about/was resolved his term would be up. There is also the rumour that the only thing that's keeping trump from resigning is the belief that Pence wouldn't pardon him [like Ford did for Nixon] And this is, cynically, probably why Chao and DeVos resigned, so they didn't haev to make that determination. Not sure there's 8 actual cabinet members left, i think they're mostly acting-whatevers
The problem with section 4 of the 25th Amendment is that Trump can write to the leaders of the House and Senate and claim he isn't unable to do his job... what would happen after that is ambiguous, but would very likely allow Trump to stall it until he is out of office anyway (and remember, he doesn't have to win the argument, just buy a week).
He'll ask his wife to write "Person, Woman, Man, Camera, TV" on a cheeseburger wrapper, when Pelosi gets it she'll be like "Yep, totally insane and unfit for Office" while Moscow Mitch is all like "Yeah, I'll get back to you on that ah let me check my schedule... hm lets see... I reckon 1st of February will do fine".

Don't get too excited, they're trying to wind up their business interests in New York and move the NRA's charity registration to Texas and thus out of the jurisdiction of the New York legal system, which currently has a serious interest n the NRA for all kinds of fraud. Typically NRA scum tactics, it will be a laugh if the application is denied.

Perhaps it's a bit of delay until Thursday; i.e. I can't think Nicola Sturgeon wouldn't be up for it but would imagine the foreign office are against the idea of a sitting US president being subject to such an investigation from a nation of the UK.
