He never had any realistic chance of invoking the 25th amendment anyway, he would need either Trump to voluntarily declare lack of capacity (although arguably he does that every day), or need the majority of the cabinet to back him up. That's the same cabinet Trump has been purging and replacing with ultra-loyalists since the election.

One reason that he's pissing off before the inauguration is that if he waits until afterwards, he would need to ask Biden if he could use AF1 for his trip to Florida. He's so petty and insecure that he'd rather slink off early than be beholden to the guy who beat him.
