Looking at the chart I do get the impression there's something slightly off on the data, as if it was somehow artificial altered. Some areas that I know from personal experience and other reports are better than average get reported as low/mid range. While other areas known to consistently being unable to catch up come out much better than expected. Incidentally, the site also has IPv6 adoption, and that is truly an odd distribution, but probably correct. But you have Peru doing better in IPv6 adoption than most of the rest of the world for instance, which you might link to it being set up more recent, but then you see places like Belgium also doing well yet big internet or tech countries being much much lower.
