    So when this passes into law does that mean the ICO is going to fine the government for disregarding the privacy of our data with the Snoopers Charter. ;)

    More capped fines that will prove zero deterrent for the companies that need to be given a serious slap when they fail to actually follow procedures they are legally obliged to adhere to.

    Go with a percentage of (pre-tax) profits. A half-million fine for a small company is fatal. An 18 million fine for a small or small/medium business is fatal. But for a big multi-national corporation it is absolutely peanuts. And it is likely that many factors of ten more people will be affected when a large company gets hit.

    Apparently they've also set a 4% of global turnover.
