Is 80c-85c usual for a 560 TI with a Nvidia reference cooler? Fan speed only tends to go up to 50% anything above this and the fan starts to whine.

    It's stock clock is 900MHz GPU, 1800MHz Shaders and 1053MHz (4212MHz) Memory.

They seem to be good up to 99°C, although you might want to look at the cooling in your case, or see if your Heatsink is clogged up with dust as the temps are little warmer then I'd want to see on my GPU

It's a new card so no dust yet, doesn't seem to matter if case is on or off, ambient temperature doesn't seem to affect it much either.

I've raised the fan speed to 60% and the whine is only noticeable when actually listen for it when playing games so as long as I'm immersed it should be ok. Temps now down to ~75c which is less worrying.

I believe the max is 99c but running it but running it close to that will reduce the lifespan, at least I have a 10 year warranty.

    What case are you using?

Might be worth cleaning out any dust filters, or just any dust inside the case. also making sure cables are tidy and not restricting airflow.

Apologies if youve already done these, just worth mentioning.

It's an old midi tower case with a dual 80mm fan rear exhaust, same for the front intake. Also has a single 80mm side exhaust which is mostly obstructed by the top of the CPU cooler. There is also a 80mm top fan but all this seems to do is cause turbulence when I turn it up.

I think it was designed as a swish server case (black with gold trimmings) way back in 2002 so not really designed for todays requirements but TBH I don't think the case itself would make much of a difference as taking the side off doesn't make the slightest bit of difference.

I have however configured a fan profile so that it now goes to 60% when it reaches 70c, I still notice it whine a little when it reaches this point but it does seem to keep the temps below 80c when using furmark, and below 75c when gaming.
