ok I am trying to make a rheobus, and am testing out my first rheostat, and it is installed, but no matter which way i turn the knob, the fan speed stays the same.... is this due to a faulty rheostat or is there some other reason?

my rheostat is 3watts and has 25 ohms

Have you got a wire to the middle terminal and another wire to one of the other 2?

And what's the fan rating? With a 200mA fan it should reduce fan volts to 8.5v which is quite noticeable soundwise. ;)

my fan is .2a and is 12v....

if i turn the knob to halfway and look at the fan, will i be able to see a difference in how fast the fan is turning?

Doubt it, unless you've got very fast eyes. But the noise and airflow should be very different.

A multimeter (on volts) across the rheostat or fan would show you what's happening.
