Most generic hardware/home improvement stores stock those sticky pads, usually on the same aisle where they have the cable ties. Likely where all the small the electric stuff is (sockets, wires etc).

couple years ago i made something like this myself with some clear tubing for a pond.

takes a while to get everything on the cables, definitly annoying on longer cables.
heres a pic of how it looks

for the adhesive pads and cable ties check your lokal DIY-shop in the electricity departement

What case is that, it makes your ATX mobo look a bit insignificant

^Has to be a chieftec, looks like a smaller version of the Bravo i have. Amazing cases, very sturdy, very roomy. I could stuff a dozen rads in here without much effort. But that mobo doesn't look like it's full-width ATX.

Adhesive cable-tie bases=maplins, bag of 50 cost me about £4
Black cable ties you can get in any poundland type store for pennies, I got a bag of 100 in Wilkinsons for £1.50.

I purchased the kit from scan to get my order up to £20 for the free shipping. (It was cheaper to buy something else than pay for shipping!)

I never actually got round to putting the wrap on, it is still sitting in my draw, but i did use the cable ties and the sticky pads. To be honest if i had the spare time i would be using braiding and heat shrink
