    I'm guessing that not requiring emissions deal is NY only, because my dads car is 31 yrs old, and still has to pass emissions in NJ.

    Granted, older cars werent build with catalytic converters, but mufflers are most definitely required.

    In Montana, no emissions, and theres no law about a limit for noise on vehicles requiring mufflers, unless using an exhaust brake on a commercial truck. AFAIK
