What are low spec, cheap ATI graphics crads like compared to Nvidia's? I noticed a Sapphire Radeon HD3450 seems to have better specs than Nvidia's 8400GS/8500GT? Also is it true ATI focus on picture quality more than Nvidia?
ATI are better at budget cards. the quality thing was a real issue (for some, namely ATI fanboys) a few years ago but is generally regarded as over.
Picture quality?!? What do you mean? Like the image output? 'cause that is all your monitor not the video card.. your video card outputs the image on a digital signal (DVI/HDMI/DisplayPort) (unless you use VGA... but VGA is not a new technology and got perfectly LONG before Nvidia even existed). In that respect, Both ATI and Nvidia are identical. If you mean graphics.. well more powerful the video card, the more you can increase resolution and settings in game to enjoy better graphics. That varies in GPU model (how powerful they are and game).
At budget ATI cards tend to be more powerful, it's not always the case but a general rule of the thumb, what sorta budget are we looking at

Nice find, would a HD3450 run dreamscene at optimal speed without slowdown, with several windows open at the same time? As I experience slow down like this with intergrated graphics which is a Nvidia Geforce7300se.
I can still notice the better image on my ati cards over my mrs 8800gt Not much in it though since the 8000 series cards, before that was night and day.
