Electronics AV Autoswitch: New info, Advice requested

I'm still awaiting parts, but I relooked the 148 logic table and cannot understand how it could be used as is.

As far as I understand it, I can tie E1 to ground, invert my input signals and reverse my addressing scheme to get the results I want. Otherwise I'm feeling pretty dense, if this isn't as complicated as I'm making it.
