For the last time...I DON'T RUN QUAKENET. I have no power to do anything other than what I have already, which was to find out exactly what has happened and why from a Quakenet oper. Comcast has been banned because a large percentage of users are malicious clients/bots, the fact is that there aren't a large number of Americans in total using Quakenet (EFNet, I fart in your general direction) and the number of Comcast users is even less. Quakenet's view on this is that this will solve a lot more problems than it causes, I'm afraid that the few who are affected are just gonna have to live with it. Comcast aren't likely to do anything, the hassle of sorting out whatever problem they might have with easy access to malicious users is a lot more than the hassle of dealing with a few annoyed customers. I suggest that you contact them anyway and find out what if anything can be done, if that comes to naught then you'll probably have to find another method of getting on Quakenet. Sorry.
Tolsk; a solution (while definitely not preferable) is to download no charge from www.nocharge.com (free, spy-ware less, no cap on how much you download, other than that its 28.8). While it will suck being on 28.8 dialup, you will still be able to do IRC... and surf the web with your good connection

Tolsk, get yourself an IRC bouncer (buy a unix shell from a provider) and connect to quakenet via that
