I just bought a new hd and Id like to transfer everything from the current one to the new one? Aside from buying a retail product, can I simply use a DOS command like XCOPY?

What brand is the drive? I ask because most brands I've used (WD, Seagate, Maxtor, Samsung) include a disk utility software with thier drives. Even for OEM drives, I believe the utilities can be downloaded off the company's sites. Those have always worked fine for me...

Assigning, hooking, each hardrive on its own channel without any other devices will enable the computer to transfer nearer to its theoretical speed in relation to the hardrives.

Yeah, I tranfered 60 gig in 15 minutes I think when I changed disks. If it's a straight file change then just use OS drag and drop.

Use Symantec Ghost, simply the best for that kind of task.
