I'm never sure why getting new car companies involved is such a high priority. Either they dominate everything (70s Ford, 80s Honda, 90-00s Renault, Merc) then cast the sport into chaos when they leave, or they win nothing and cast the sport into chaos when they leave (Ford, Toyota, BMW repeatedly). They really need to focus on getting the independent teams fairly secure. That way there is a grid regardless of big car's priorities at the time, even if it means they all have to buy Judd V8s. Then they can start talking about getting more manufacturers involved, preferrably along the Moto GP model of "if you join the series you must A-partner with an existing team, or B-have your own team but supply current year equipment to at least one independent team at prices set by us,"
TBH ive always wanted to see what someone could do when it come to Engines. Almost something like here is a V2 engine. Build and tune it as you see fit. You can add turbos, electric systems etc or expand the V2 design up to v12 if you want but your limited by space, fuel and cooling. Do as you please.
That was Group C, as brilliant as the cars were it did demonstrate the problem with that idea when they all went completely mental. The last few years of Group C cost more than Formula 1 at the time, they had more downforce too. I don't think there's been another series where the same class would have an inline 4 turbo, 4 rotor, Flat 6 turbo, V6 turbo, V8, V8 turbo, V10, V12 and flat 12 all at once.

Token system introduction for improvements to certain parts that development has frozen on. It will be bizarre if Mclaren goes tits up. Bizarre and very sad. Just a reminder that the Bahrain Royal Family owns the majority stake in Mclaren, King Hamad bin Isa is worth at least $4billion, at least $10billion counting state assets he 'doesn't' own and God (Allah?) knows how much when you factor in the rest of the family. Mansour Ojeh accounts for another $3.2billion, Michael Latifi is a skeevy sod and claims to be a billionaire, but could well be spending investor's money. Either way there's no excuse for Mclaren being on the ropes.
