That'll be fun to watch being enforced...

Enforcing it would be piss easy, all the FIA has to do is refuse to validate crash testing on new chassis revisions.

Even for Mclaren it wouldn't be a huge deal, the chassis only goes as far back as the airbox anyway.

Can they stop them racing in 2021, if they don't run the engine the 2020 spec. cites...?

It'll be a '2021 spec' engine [the 2021 specs with be identical to the 2020 specs]

... but if the "2020 spec's" say Renault engine & that clearly isn't attached to the car, will that count as an infringement?
... or am I overthinking it (again)...?

    Yes.

The Chassis is only the driver's survival cell, the engine is not part of the chassis and the engine mounts are standardised, although as Brawn famously discovered standardised mounts doesn't mean a different engine will instantly fit. All the fiddly aero bits are bolt on parts so if McRenault have to change the entire back end of the car to become McMerc they can do that and it will still be the same chassis.

Also using the same chassis/car over multiple seasons used to be quite common.

They can be stuffed for using too many engines... under the reg's; yet the reg's don't govern the make of engine that constitutes part of the car?

How can they legislate for anything the engine does to/for the car, if the engine isn't included as part of what makes up the car?

Different parts have their own rules.

Is the chassis legal yes / no?
Is the engine legal yes / no?
Is the front wing legal yes / no?
    Etc....

If all individual parts are legal then you can play lego with them in whatever manner you see fit (except for parts that have a quantity restriction like the engine, but if they never run the French Shedlectric engine then that doesn't use up the quantity remaining and they are free to use a real engine).

I assume this means Hamilton flat out said no.

Theory time.... If the rumours of Wolff to Papa Stroll/Aston Martin/Racing "what's the" point, then market could be even more complex.

I doubt Aston will have the budget for Hamilton or Vettel but possibly Bottas or Ocon?

I agree Sainz or Riccardo to Ferrari/Merc and Vettel wouldn't be completely outside the possibility

I’m not sure the media outlets are suggesting Wolff moving to the Aston racing team, but in the senior leadership role of the road car company.

Was just coming to post this. Absolutely insane. It's as though he's trying to create a race of Supersoldat Rennfahrer.
