the qns i have is that SFF is cool and compact, but is it cost effective for a office rig?

and if it is cost effective, any recommend?. uses mainly, surfing web, typing, printing doc., and other text based applications.

budget wise as low as possible. just the SFF will do

You can either go with a low-end socket A shuttle (41G, 45G etc) or a biostar/aOpen system. A friend of mine uses biostars and they are both cheap and effective but no-where near the overclocking of a standard board. As this isn't a problem, you could configure a rig (minus preferals and screen) for less than £300 if you're careful. Integrated graphics will save you a bundle as will finding a bundle barebones (check www.aria.co.uk for some).
