If you really need to ask this question and have a girlfriend then I'm amazed! The actual answer is BOTH, there is no or required.
The roses are slightly more special than "1lb general chocolate assortment", but neither is exactly a personal gift.
Chose a gift that shows that you actually listen to what she likes/says/comments on. It doesn't have to be "girly" or flowers... just something shows that you pay attention, and think of her. Only you would know that... and if you don't... you're screwed, as we can't help you Pretty simple really.
I'd get both then something to go with it if money allows. If not skip the flowers and choccies and get something personal, a nice piece of jewelery that you have chosen for example shows that you have taken a little time to actually think about what she may like. And as Pook says, it doesn't have to be girly. Heck mine loves blu-rays so that's what I've bought. Those films that she mentioned from through the year that she didn't buy get bought. For her birthday today I even got something she didn't ask for that fills a need she she didn't really think about and she loves it (It's a power monkey explorer, I highly recommend if you have an iPhone battery that keeps running out.. oh wait, that's all of them, yes I have an iPhone I'm not just bashing here).
These sorts of gifts are random happy Tuesday type gifts IMO. For Christmas and birthdays, you have to either use the ol' noodle and think of something really clever or apt, or spend a lot of money. Otherwise you'll end up with "awww thanks!" *peck on the cheek* *no nookie for a week*

Its a bit late to be asking what to buy, just go out to town, spend a whole day there, and THINK, cast your mind back, try and remember one of those pointless conversations that she had with you about something she liked, but you paid no attention to whatsoever. I'm rubbish with presents mostly, and ive been told this, so now im dreading giving the presents over, i feel almost embarrassed these days.
