Choppy graphics card performance

    So yesterday I start up counterstrike source, and it was fairly choppy, usually it runs smooth, with plenty of fps (75+). I thought it was the server since it had just been moved to a new host, but today I tried a few servers and it is still choppy. I tried team fortress 2 also, and it was really choppy. I've tried cranking settings to lowest, not a single difference besides more fps. I've re-installed gpu drivers, still no difference. My temps are all within normal range. Cpu is around 40-45, gpu was 60-70 and resources were around 60% cpu, 50% ram. Don't have any issues with call of duty 4 or age of conan which are both more demanding graphically speaking. Have no idea whats causing the problem. Spec's are as listed:

    Intel E8400 Dual core - 3.0GHz stock with artic freezer 7 pro
    EVGA 8800 GT - stock settings
    Abit IP35 pro motherboard - stock settings in bios
    550 Watt ultra modular psu
    4GB (2x2) Corsair XMS 5-5-5-18 timings ram, stock settings.
    Windows Vista home premium 64 bit.

    Haven't played counterstrike source in a few weeks, and last time I played, it was running fine. I did bring my pc to a buddies house, and when I brought it back home, no issues. Yesterday I go boot up counterstrike and it was soo choppy, it's playable but i just can't stand it. Tried re-installing counterstrike and it made no difference. Could it be an issue with steam itself in which case I need to re-install steam along with counterstrike and team fortress 2? I did not make any pc changes at my friends house, I did not install anything new. The last thing I installed was warcraft 3 and the expansion which was I believe 3 days ago. I don't see how that would be the issue though as it doesn't affect all games, only the two I have installed and play through steam.

    Any help would be appreciated.

    UPDATE!
    Ran 3d mark to see if anything was crapping out and my score went down 2 points, but that doesn't show any real difference from the pc's original state. Now i've just decided to wipe steam completely from my hard-drive and re-install from the ground up. Hopefully something just went corrupt, I just want it working again.

    You tried changing your rates in CS:S and TF2?

    I did change my refresh rate from 75 to 60 and i noticed no dif in screen performance but it was less choppy, and after a complete re-install of steam all is running great now, just need to change my rates, as i changed the main one from default 25000 to 30000 and it was better, but now it only happens every now and then for a short period and its playable once again. Someone said the files get fragmented and sometimes re-installing is the best issue, only downside is i didn't back up all my maps.
