one of my housemates has been having a very similar problem. At present heh as been through 3 different mobos, 2 different cpu's 2 psu's and a couple of hard drives. Today he tried disconnecting his cd burner as it had caused problems in the past in windows and to date it seems to be running fine. (several re-starts and po/po's later) I also had a similar problem when i was using a cpu that was on its way out, it has subsequently died and i have now replaced it curing the problem. does your pc switch on once its been left to warm up for a few mins?
