Its started happening 3 days ago, i have two windows 7 machines side by side and one does it and the other one doesn't.

I have changed the theme, back and forth and no luck.

I have never had this problem before lol and its really bugging me now.

    Windows 7 Pro

does it disappear, or stay there, once you have finished resizing?

check the visual effects settings, which you will find under, advanced system settings/advanced/performance - settings

Once i have finished resizing it goes away, i have checked in the advanced settings and the only thing that would remotely seem obvious is the boarder padding, which doesn't change it.

The thing is though I haven't changed any settings before it started happening. i checked my settings against another win 7 pro machine and there are exactly the same.

Crazy, i am tempted to just reinstall Windows lol.

What about System Restore first of all ? If you have it turned on.

It looks similar to unticking XP's 'Show Window Contents while re-sizing' setting.

    Try the setting here:

Control Panel -> System -> Adjust Appearance and Performance of Windows -> Show Window Contents while dragging. (and -> Animate Windows when minimizing and maximizing).
